Introduction

Corrales (Village) is a unique, rural community within a major metropolitan area.  A community with the 2nd highest per capita income in the state, yet residents spend 98% of their disposable income outside the Village.  What kind of an economic development   plan should Corrales develop for its’ future?  The Village has a recognized and growing artistic community.  What will be necessary in the future to expand this segment of the Village economy?  Future commercial development may take place along Corrales Rd. or in an area next to Highway 528 and Rio Rancho. This plan identifies goals and objectives that can guide the Village in future development.  There are critical issues to be faced by the Village in the future.   Should the Village seek greater commercial development along Corrales Road and in the northwest commercial section?  How many jobs, how much gross receipts tax, how many visitors will be the result?

There are a number of factors that will enter into a decision by business to invest in the development of a location.  Obviously a high income neighborhood is important, as are having good access and ample parking.  “Downtown” Corrales is not pedestrian friendly.  The long awaited “pathway”, when built will substantially improve pedestrian accessibility to “downtown” Corrales and the businesses located there.  Retailers tend to cluster.  Having several stores/restaurants clustered brings higher traffic counts and more shoppers.  With low traffic counts compared to the major drive by traffic arterials, it will help if the Village can develop some unique businesses that are “destination” businesses.  To be successful towns must have an established “brand” like, “the city different” and “the Gateway to the Rockies”.  If the Village decides to establish a “brand” a formal process to do so should be adopted.   The Village is well known in the Albuquerque metro area.  If the Village can expand its’ reputation as an arts and cultural market statewide more galleries will open and in turn draw more visitors.  If the potential commercial area known as Access ‘A’, can be developed with water and sewer it could be a valuable source of tax revenues for the Village.  With an expanded number of stores there will also be a need for more workers.  Filling this need should not be a problem.

Planning for future growth/development should include taking advantage of the Local Economic Development Act (LEDA) which can be a source of state funds for projects that bring economic base jobs to the Village. Managing that growth, to protect the Village’s agricultural roots and rich historical heritage is a given.

Demographics

 

  • The population of the Village of Corrales in 2014 was estimated to be 8,973. Since the 1990s, Corrales’s population has grown by an average annual rate of 2.8 percent, well above the 1.7 percent annual rate for New Mexico as a whole.[1]
  • Corrales’s population is predominately white, non-Hispanic, with 29 percent of the population Hispanic, compared to a statewide proportion of 43 percent. Corrales’s population is also significantly older that the statewide age. The median age of the Village is estimated at 45.7 years old, compared to 32.6 years old for the state. The age structure of the community’s population includes a very small portion 20-39 years old (16 percent compared to 27 percent for New Mexico) and a very large ‘Boomer’ portion 40 to 65 years old (47 percent compared to 32 percent for the state). 1
  • Only 29 percent of Corrales’ population had moved into their residence during the preceding 10 years, compared to 32.6 percent for the state.  Yet, within Corrales, there was a very clear geographical pattern to growth. Of those living in the Village only 24 percent had lived in the community for at least 10 years, while 41 percent of the population living closest to the Village center were longer-term residents. [2]

Housing

  1. Fully 85 percent of the housing inventory is in single family houses; only 3 percent are multi-family units, and only 11 percent are mobile home units. The rate of home ownership in Corrales is very high—86 percent of occupied housing units are owner occupied, compared to 70 percent for New Mexico.
  2. Property values in Corrales are exceptionally high by New Mexico standards. The median value of a home in Corrales in 2015 is estimated at $410 thousand, 250 percent higher than the median value for the state.[3]

Income

In 2014 per capita income in Corrales was $48,805, twice the statewide average and second only to Los Alamos ($49,674). [4]

Economy

Corrales is a wealthy residential community with a very small economic base. With about 4,000 residents employed and only about 800 jobs located in the Village, the vast majority of the Village’s residents work outside of Corrales. By another measure, on a net basis, local businesses capture less than 10% of every dollar spent on retail sales i.e. per capita retail sales in Corrales $936; per capita retail sales in Sandoval County $9,484.

  1. Trade area: Corrales’s retail and service businesses have three very distinct markets:
    1. Local businesses provide basic goods and services for local residents.
    2. A number of small firms, mostly home-based provide professional services to a national market
  • A few Corrales businesses provide ‘high order’ goods and services to customers throughout the Albuquerque metro area.
  1. Strengths: There is no single sector of commerce in Corrales that is the major source of employment or revenue for the Village. Residential development and real estate, and professional services are the largest industries, but even these result in leakage.
  2. Weaknesses: As a residential community, the limited development of the local economy is significant in terms of the availability of services and the constraints imposed on the Village’s finances.

Consumer Spending

There are 3,867 households in Corrales spending $146,946,000 on retail shopping, representing a substantial local market for Village businesses ($38,000 per household). Village residents spend an estimate $16 million per year in restaurants; $3.45 million on admissions to various forms of entertainment; nearly $10 million on apparel; and more than $10 million on both household furnishings and household services. The vast majority of these expenditures are made outside Corrales, as noted in the “Economy Section – a. Trade Area.”

Agriculture

Corrales zoning ordinances   require a minimum of one acre or more per lot resulting in maintaining the rural nature of the village. There are a number of farms in the Village that produce Chile, tomatoes, corn, pumpkins and other vegetables.  Orchards for apples and peaches are common.  There are four wineries that produce 3000 cases of wine annually.  Horses are a predominant feature throughout the Village.  From spring through fall there is a Growers Market with local produce that attracts buyers to the twice weekly Market.

AGRITOURISM

            Corrales has an opportunity to develop a base of tourism related to agriculture.  Within the Village seasonal             opportunities offer visitors/tourists a chance to visit a corn maze, ride a horse, enjoy a fall festival attend a                     farmer’s market or sample wine at the vineyards.  With agritourism growing nationally the Village should examine methods of enhancing this potential.  There are  agritourism web sites to which Corrales could link to create more visitors,  A list of farms,wineries etc.  that welcome visitors and hours/days of operation would help encourage visitor. “`

 

Opportunities and Challenge

Corrales is an extremely affluent market with opportunities for expanded economic development. Historically, economic expansion has been limited by the interests of the residents and the Village government.  Constraints on commercial development in the central business district are limited infrastructure, including public water and sewer systems, a shortage of parking and no sidewalks for pedestrian traffic to accommodate such development.  The most evident opportunities are in the areas such as unique retail (art and crafts, house wares, apparel), personal services, and restaurants. The benefits of development would include a broader tax base for village finances, the convenience of local services, and employment for residents (including young adults).  There are many strategies that can be developed to mitigate any consequences of increased traffic and congestion.

Some businesses have adequate parking for their clientele, but it is difficult to find public parking and to walk between neighboring businesses. Similarly, the streetscape is difficult and dangerous for bicyclists.  All this discourages village residents and visitors to leisurely access the area businesses.

Goal 1: Increase Commercial Development and Gross Receipts Tax revenue

  1. Develop a “brand” for the Village
  2. Survey Commercial Real Estate and Business Brokers to determine their thoughts on development in Corrales.
  3. Create and maintain an inventory of commercial sites and buildings available for sale or lease along Corrales Road as well as other sites in the village.
  4. Develop appropriate marketing materials and communicate to brokers, developers and users (in process by Corrales MainStreet).
  5. Create electronic media including a web site to promote economic development.
  6. Improve the zoning process to make it less onerous and more efficient.

Goal 2: Work with existing businesses and economic development organizations to be successful in retaining current employers and creating new jobs.

 

  1. Continue and expand Corrales MainStreet activities as it relates to economic development.
  2. Identify opportunities to bring jobs to Corrales.
  3. Support the Sandoval Economic Alliance (SEA).
  4. Support the Sandoval County Tourism and Economic Development Department and the NM Tourism Department and seek ways to increase the number of visitors to Corrales.
  5. Support and encourage revenue generating events.
  6. Maintain and improve waste water treatment capacity.
  7. Continue to improve and develop streets and roads.
  8. Encourage development to reduce “economic leakage”.
  9. Identify funding sources including, LEDA funds and other governmental economic development funds as well as private sources that can be used in funding Village projects both public and private.
  10. Bring broadband availability to the entire Village.

 

Goal 3: Develop a pathway along Corrales Road.

 

  1. Present pathway plan to the community and other stake holders.
  2. When proper approvals for engineering and landscaping drawings are completed develop RFP’s for construction of the pathway.
  3. Obtain approval from NMDOT
  4. Seek funding for the project from both public and private sources. Public sources includes grants from the state or federal sources. Private sources are primarily grants from foundations or corporations.
  5. Manage the project to completion.

 

Goal 4: Create an Arts and Cultural District in Corrales

 

  1. Identify present arts and culture organizations within Corrales;
  2. Develop programs to attract more arts and culture shoppers
  3. Identify and inventory individuals/businesses currently involved in art and culture activities, i.e., painters, potters, sculptors, musicians, musical groups, dance, drama etc.
  4. Identify current projects that support and expand arts and culture activities, i.e. C.A.S.T., Art in the Park, Casa San Ysidro, Plein Air and performing arts etc.
  5. Perform an ongoing analysis to document the economic impact of  arts  & culture activities in the village
  6. Corrales rich “history” should be incorporated in the ongoing development of arts and culture in the village.

Nielsen’ RMP data is derived from two major sources of information. The demand data is derived from the Consumer Expenditure Survey (CE Survey), which is fielded by the U.S. Bureau of Labor Statistics (BLS). The supply data is derived from the Census of Retail Trade (CRT), which is made available by the U.S. Census.Additional data sources are incorporated to create both supply and demand estimates.

The difference between demand and supply represents the opportunity gap or surplus available for each retail outlet in the specified reporting geography. When the demand is greater than (less than) the supply, there is an opportunity gap (surplus) for that retail outlet. For example, a positive value signifies an opportunity gap, while a negative value signifies a surplus.

Nielsen’ RMP data is derived from two major sources of information. The demand data is derived from the Consumer Expenditure Survey (CE Survey), which is fielded by the U.S. Bureau of Labor Statistics (BLS). The supply data is derived from the Census of Retail Trade (CRT), which is made available by the U.S. Census.Additional data sources are incorporated to create both supply and demand estimates.

The difference between demand and supply represents the opportunity gap or surplus available for each retail outlet in the specified reporting geography. When the demand is greater than (less than) the supply, there is an opportunity gap (surplus) for that retail outlet. For example, a positive value signifies an opportunity gap, while a negative value signifies a surplus.
